GovtPortal compared with other municipal payment tools.
No payment platform is best for every city. GovtPortal fits small and mid-size municipalities that want card acceptance, permits, or parks fees without a software subscription, and that need the payment to post back to systems they already run.
| Question | What to verify | GovtPortal position |
|---|---|---|
| Guest payment | Can a resident pay once without an account? | Yes, guest checkout is supported |
| Cost to the city | Subscription versus convenience fee | Common model is no software cost to the city |
| Scope | Payments only, or permits and parks too | Payments plus optional permits, payroll, and sites |
| Integration | Named system of record | API, BaaS, or file — name the live system in the proposal |
| Exit | CSV export | Reports export; put the exit format in the contract |
Use the same questions on every vendor
Use the same questions for every company. The grid below is GovtPortal’s answer, so you can set other proposals beside it.
| Criterion | Ask this | GovtPortal’s answer |
|---|---|---|
| Guest payment | Can a person pay once without an account? | Yes. Accounts are optional. |
| Cost to the city | What invoice will the city receive? | Common model: no software subscription. Confirm the fee model in the proposal. |
| Cost to the resident | What is disclosed before submit, for card and for ACH? | The amount is the city’s adopted schedule, shown before payment. There is no single national rate. |
| Merchant and settlement | Who is the merchant, and which account is funded, on what timeline? | Named in the proposal for that city. |
| System of record | Will this post into the software we run today? | Only when a live API or file connection exists. Otherwise it is a standalone form, and the proposal will say so. |
| PCI | Where is the card number typed or tapped? | Hosted page or validated device. The city still administers users, refunds, and hardware. |
| Exit | What file do we get, and for how long after notice? | Downloadable reports. Put format and retention in the contract, and demand a sample during setup. |
How to score without a favorite
Give each criterion a pass or a fail before you look at price. A low price that fails guest pay, or that cannot name the merchant, is not a low price. A platform that also offers permits or parks is only an advantage if those departments will actually use it this year. Scope that is unused is not value.
GovtPortal is a fit for cities and counties that want card acceptance, and often permits or recreation payments, without buying a software subscription, and that will write the system-of-record question into the contract. It is a poor fit if the city has already standardized on one suite and only needs a module from that same vendor, or if policy forbids both a resident fee and an absorbed processing budget. No platform is the right answer for every council.
